Lohfeld Consulting is releasing its Alliant 3 Tracker Tool, which we designed to help companies manage project selection for a maximum number of claimed points. We’re offering the tool free of charge and will update it as the General Services Administration (GSA) releases revisions to Alliant 3. To download the tool, click here.

Alliant 3 Tracker Tool Description

The first tab on the tool is the Planning Scoresheet. This worksheet is based on GSA’s J.P-16 Scoresheet (included for reference on the next tab in the file) and enables you to analyze your selected relevant experience project and other relevant scoring elements for each of the seven volumes.

The next tab is a Compliance Matrix—a typical tracking mechanism for all relevant Sections of the RFP.

Additional tabs include descriptions of the NAICS Codes from Section L.5.2.3 of the RFP and the Emerging Technologies from Section L.5.2.4.1 for handy reference.

Much of the content is auto-calculated on the Planning Scoresheet as you populate data in the YELLOW SPACES. Columns H-O are used to capture the scoring elements, and columns Q-Y are used to track the proof point artifacts. ORANGE SPACES are auto-calculated or populated based on your entries in the YELLOW SPACES.

Recommended Process for Completing the Tool’s Planning Scoresheet

Follow the nine-step process described below to complete the scoresheet.

  1. Volume 1 is pass/fail—no score. Use that section of the scoresheet to track passing elements (columns H-O) and related artifacts/proof points (columns Q-Y).
  2. Identify the seven NAICS projects you plan to use and fill in values for the scorable elements (columns H-O).
  3. Follow the italicized instructions (e.g., “Enter Y/N”) to enter values that earn points in each section.
  4. Use columns Q-Y to identify which artifacts contain proof of the qualification and scoring elements/values.
  5. Similarly, select up to 33 projects demonstrating Emerging Technologies (ET) in the 11 scope areas defined for ET Projects.
  6. Do not use a project more than once for Emerging Technologies (ET). However, a project can be used for a given NAICS and ET project.
  7. For Small Business Experience, indicate if you are a small business or indicate up to 5 projects from the Emerging Technology Relevant Experience projects to earn up to 1,000 points.
  8. Past Performance points are only related to NAICS Relevant Experience Projects. A positive score means receiving a satisfactory or greater rating for most rating elements on a project. Enter Y/N—no calculation needed.
  9. After the Past Performance entries, work to get extra points in the Certifications, Clearances, Systems, Responsibility, Organizational Risk Assessment, and Sustainability areas.

Pay attention to RFP language about Small Businesses, Contractor Team Arrangements (CTAs), and Joint Ventures (JVs). Qualification edits may not be fully defined in this draft version—I may have missed some automated checking in this area.
