Liz Skarlatos

Managing Director, CPP APMP, Capture Manager, Proposal Manager

30+ years’ business development, capture management, proposal management, proposal writing, and compliance review experience with Lohfeld Consulting Group, Booz Allen Hamilton, and TRW. Served as capture manager, proposal manager, acquisition strategy advisor, and color team reviewer on single and multiple award opportunities, including IDIQs and TOs, and Orals for Federal Government and Intelligence Community (IC) customers.

For 14 years at Booz Allen, served as business development manager and capture manager, as well as proposal management expert, primarily focused on IC customers. Grew and maintained a robust opportunity pipeline, developed and maintained key industry relationships and competitive intelligence, developed win strategy for and managed corporate-defined Top 10 captures and proposals, and coached and mentored staff in business development, capture management, and proposal management and execution.

As a senior proposal subject matter expert (SME) in TRW’s Proposal Operations Center, developed and executed proposal win strategy and successfully managed proposals for federal, civil, defense, IC, and international customers. Served as proposal manager, management volume lead, past performance volume manager, staffing volume manager, security volume manager, basis of estimate (BOE) writer, compliance manager, proposal section writer, staffing/resume writer, proposal process trainer, and color team reviewer.

Brenda Crist

Vice President, MPA, CPP APMP Fellow, Capture Manager, Proposal Manager, Technical Writer

More than 25 years’ experience providing capture, proposal, and program management support for companies serving the federal market. Experienced in helping companies qualify new business opportunities, conduct research, perform competitive analyses, capture work, manage proposals, and write and review proposals. Areas of expertise include the civilian IT, health, and scientific markets. Association of Proposal Management Professionals (APMP) Fellow, certified at the highest level – Professional. Currently serves as the 2017 APMP Chesapeake Chapter Vice Chairperson. Experienced trainer focusing on business development for project managers, proposal writing and management, and APMP Foundation Level Certification. Holds MPA, Public Administration from American University and is Information Technology Infrastructure Library (ITIL) certified.

Brooke Crouter

Principal Consultant, CF APMP, MS, Proposal Manager, Volume Lead, Infrastructure/Best Practices Specialist, Technical Writer

Has 15 years’ experience providing strategic leadership in pursuit of professional and IT services contracts, serving as capture manager, proposal manager, trainer, capture/proposal process developer, and institutional “best practices” expert. As a former Navy Commander and with a 14-year career with Booz Allen, background encompasses competitive intelligence and assessment, capture strategy and planning, offer definition, and proposal development. Particular expertise in assisting clients with process and procedure development and methodology against industry best practices and standards. MS, Telecommunications Management, Naval Postgraduate School.

Ben Rowland

Proposal Manager

More than 24 years’ experience with federal, state, and commercial proposals in oral presentation development and coaching, conceptual art and graphics development, information architecture and web portal development, and proposal management/volume lead. As a proposal and oral presentation specialist, works extensively with both experienced and inexperienced speakers to prepare and structure their message for oral presentation and other speaking engagements. Managed teams of more than 50 people and oral presentations spanning up to 5 days. His unique combination of levity, creative skills, and attention to compliance has produced some of the industry’s most successful oral presentations, securing billions of dollars in awarded contracts.

David Cheek

Conceptual Artist/Graphics Designer

More than 15 years’ experience providing graphics-design proposal support to Fortune 500 companies, including serving as a conceptual artist able to take ideas from technical personnel and subject matter experts and render graphics that reflect those ideas. Conceptualizes and develops exhibits for proposals from simple organization charts to complex 11×17 foldouts. Expert in providing proposal composition and layout leadership, drafting and enhancing technical illustrations for proposals, and providing creative presentations for orals. BS, Graphic Design-Advertising, University of Maryland.

Marty Williams

Production Specialist

Experienced in handling formatting, layout, editing, and printing of documents large and small; determining formatting and production requirements for large projects, including proposals; and managing the production process. Formats and edits proposals, reports, and oral presentations. Creates and uses customized templates, styles, macros, and toolbars. Maintains version control of files and works closely with authors/client to create optimal product. Extensive experience with Adobe PageMaker, Adobe InDesign, Adobe Acrobat, MS PowerPoint, MS Word, MS Excel, MS Project, MS Outlook, MS Visio, Lotus Notes, WinZip, and various browsers and internet security programs.

Lisa Pafe

Vice President, CPP APMP Fellow, Capture Manager, Proposal Manager, Process Improvement Specialist, Trainer

Brings more than 25 years’ experience in business development, capture and proposal management, process improvement, and training. APMP Fellow and holds APMP Professional-level certification (CPP APMP Fellow). Project Management Institute (PMI) certified Project Management Professional (PMP). Trained Internal Auditor for ISO 9001:2008. Has managed hundreds of winning government proposals, writes and speaks extensively, and is a recognized thought leader in the proposal industry.

As Vice President of Corporate Development and Proposal Operations for Ace Info Solutions, Inc. was responsible for the company’s full opportunity life cycle, including positioning to win through branding, marketing, BD, strategic teaming arrangements, and capture and proposal management activities. Previously, served as President of Vision Consulting, Inc.; Vice President of Business Development for GovConnect, Inc.; and Director of Marketing Services for MAXIMUS, Inc.

Serves as 2016/2017 President of the Association of Proposal Management Professionals (APMP) National Capital Area (NCA) Chapter and previously served as Vice President and Speaker Series Chair.

Roberta Wasserman

Proposal Coordinator

Experienced in organizing, managing, coordinating, and editing proposals (as well as deliverables and documentation) ranging from simple to complex and small to multimillion dollars in response to government RFPs. Provides writing and editing expertise for technical, résumé, executive summary, management, and past performance sections, checking for compliance, grammar, syntax, and style. Specialties include résumé and past performance development. MS, Social Work (MSW), Ohio State University.

Tom Skrobacz

Volume Lead

Business development professional, technical writer, and certified project manager with more than 25 years’ IT, environmental science, and healthcare industry experience. As proposal section lead and book boss for major federal, state, and municipal bids, developed and wrote fully compliant and responsive bids for deals ranging from $2M to $20B. Adept at RFP analysis, proposal outline and volume management, writing/editing, executive summary development, past performance development, résumé development, and color team facilitation and review for both oral and written proposals. Works with subject matter experts to write technically compliant and responsive proposals to meet all RFP requirements. Holds Association of Proposal Management Professionals (APMP) accreditation and Project Management Professional (PMP) Certification. BS, Computer Science, University of Maryland.

Maryann Lesnick

Managing Director, CP APMP, PMP, CSM, MOS, Proposal Manager, Writer, Capture Manager

Brings more than 25 years of experience in business development; proposal management, writing, and editing; capture management; project management; and quality management for both federal and commercial sectors. Holds APMP Practitioner-level certification (CP APMP) and is a Project Management Institute (PMI) certified Project Management Professional (PMP). Certified Scrum Master (CSM) and certified Microsoft Office Specialist (MOS).

Since 1979, has prepared hundreds of winning proposals for contracts and task orders, written and oral, ranging in value from $2M to $1.5B. Major customers include Federal Agencies (Department of Defense, Department of Homeland Security, Department of Justice, Small Business Administration, National Institutes of Health, Department of Labor, Environmental Protection Agency, and U.S. Postal Service), and state and local customers (Virginia, New York State, Georgia, New York City, and San Francisco).

Prior to joining Lohfeld Consulting Group, served as Vice President of Proposals for Base Technologies (later CA Technologies) and supported the entire business development lifecycle and led all public sector services bids. She served as proposal manager, volume manager, editor, color team facilitator, capture manager, and writer. Established an ISO 9001:2008-compliant proposal development methodology. Built and maintained a knowledge base for proposal artifacts, boilerplate, past performance/project summaries, and resumes.

Active with Association of Proposal Management Professionals (APMP) for the past 13 years. Served on the Board of Directors of the National Capital Area (NCA) chapter for the past 9 years, and served as 2014-2015 NCA President. Member of Board of Directors for APMP International.
