Top 20 Super Information Technology Task Orders with combined ceiling values over $4.4B

In FY18, 20 Super Information Technology (IT) Tasks Orders with combined ceiling values of more than $4.4 billion and spending to date of more than $4 billion will exceed their ultimate expiration date and become eligible for competition (see Exhibit 1). We defined a Super IT Task Order as an individual task order awarded under the umbrella of an Indefinite Delivery/Indefinite Quantity (IDIQ) or Government-Wide Acquisition Contract (GWAC). We required that the IDIQ or GWAC contain a selected pool of contractors who compete on request for task order proposals. We ensured all task orders had a distinct primary contract vehicle number and task order contract number. To find the Top 20 Super IT Task Orders, we looked for task orders with an ultimate expiration date of no later than September 30, 2018. Last week, Lisa Pafe and Beth Wingate sat down with Federal News Radio’s Jason Miller to discuss the latest updates on Alliant 2 (GSA requested bidders extend their offers through Dec. 31) and bids we’re tracking for FY17/FY18. Lisa shared that GSA reached out to some contractors for related clarifications and additional documents. “What that means is hard to say for sure. High value but not so high profile – GovCon

For the past 7 years, the total value of Indefinite Delivery Indefinite Quantity (IDIQ) contracts has kept pace with or exceeded the value awarded to definitive contracts. Agencies issue definitive contacts to one company to provide a product or service for a specified price. In contrast, agencies issue IDIQ contracts to a multiple awardee pool, who bid on task orders (TOs) that also provide a product or service for a specific price. Some of the most popular IDIQ contracts include the General Service Administration’s (GSA) Alliant/Alliant Small Business (SB), the National Institutes of Health’s (NIH) CIO-SP3, and the Department of Homeland Security’s (DHS) Enterprise Acquisition Gateway for Leading-Edge Solutions II (EAGLE II). According to Bloomberg Government’s “Contracts Drive Federal Market: BGOV Contractors Digest,” in 2014, definitive contracts took 53% of the contracting market value while IDIQs took 47% of the contracting market value.
