Opportunity Alert: NMITS – A $2B Small Business IDIQ

A contract designed to help NOAA meet its IT requirements

The National Oceanic and Atmospheric Administration (NOAA) Mission Information Technology Services (NMITS) opportunity is a $2B+ small business Indefinite Delivery Indefinite Quality (IDIQ) contract designed to help NOAA meet its IT requirements. The NMITS RFP will be released in FYQ2 2019 and awarded in early 2020. It will have a five-year base period, five one-year option years and the ability to award tasks up to 60 months past the end of the ordering period – for a total of 15 years. During NMITS Industry Day on November 29, 2018, NOAA indicated it expects to award 10-25 contracts, it does not intend to release another draft Performance Work Statement (PWS), and it will release Industry Day slides and questions and answers in December 2018. Set Your Sights on USDA Centers of Excellence Bids for Q4 and Beyond

A series of acquisitions covering multiple skill sets, technology stacks, and application portfolios

In December, the White House announced that the U.S. Department of Agriculture (USDA) would serve as the first of GSA’s Center of Excellence (CoE) for IT Modernization. USDA is at the forefront for implementing the Trump administration’s IT Modernization Plan with a series of acquisitions covering multiple skill sets, technology stacks, and application portfolios. Multiple Award BPA Under Phase 1, in March 2018, USDA awarded five contracts to collaborate and partner with the agency on strategy and planning for upcoming bids. On July 30, 2018, USDA released its first Phase 2 CoE acquisition under GSA Schedule 70 via e-Buy, due August 10: a multiple award Blanket Purchasing Agreement (BPA) for Infrastructure Optimization Cloud Adoption. Top 20 Super Information Technology Task Orders with combined ceiling values over $4.4B

In FY18, 20 Super Information Technology (IT) Tasks Orders with combined ceiling values of more than $4.4 billion and spending to date of more than $4 billion will exceed their ultimate expiration date and become eligible for competition (see Exhibit 1). We defined a Super IT Task Order as an individual task order awarded under the umbrella of an Indefinite Delivery/Indefinite Quantity (IDIQ) or Government-Wide Acquisition Contract (GWAC). We required that the IDIQ or GWAC contain a selected pool of contractors who compete on request for task order proposals. We ensured all task orders had a distinct primary contract vehicle number and task order contract number. Opportunity Alert: NOAA NEMITS IDIQ

A $2.5B+ IDIQ identified as a Top 10 Small Business (SB) Opportunity for FY 2018

If you pursued the Department of Commerce (DOC) National Oceanic and Atmospheric Administration (NOAA) NOAALink program, whether successfully or unsuccessfully, over the course of its 9-year acquisition history, be aware that NOAALink 2.0 has been laid to rest. At the August 30, 2017 NOAALink Executive Industry Council Quarterly Meeting, the agency announced the birth of a new multiple award 10-year IDIQ vehicle, NOAA Enterprise and Mission IT Services (NEMITS), to replace the existing NOAALink contract as well as the originally proposed NOAALink 2.0. Deltek has identified this $2.5B+ IDIQ as a Top 10 Small Business (SB) Opportunity for FY18.
