Bob Lohfeld

Bob Lohfeld serves as CEO and general manager of Lohfeld Consulting Group. He has more than 30 years’ experience winning contracts in the government market and is recognized consistently for leadership in business development, capture management, and winning proposals development. He teaches Capture Management, and he writes the Capture Management column in Washington Technology magazine. Prior to forming Lohfeld Consulting Group, Bob served as Division President at Lockheed Martin, Vice President of Lockheed Martin Information Technology, Senior Vice President at OAO Corp., Systems Engineering Manager at Computer Sciences Corp. (CSC), and Program Manager at Fairchild Industries. He also taught at the graduate level at George Washington University School of Engineering Administration. Bob has served on the Board of Directors for the Association of Proposal Management Professional National Capital Area Chapter (APMP-NCA) and as Chairman of the American Council on Technology Industry Advisory Council (ACT/IAC), Vice Chairman of the Technology Council of Maryland (TCM), and Board Member of the Armed Forces Communications and Electronics Association (AFCEA), Government Electronics and Information Association (GEIA), and Juvenile Diabetes Research Foundation (JDRF Capital Region). He is a three-time winner of Federal Computer Week’s Federal 100.

Amy Barden

Amy Barden manages Lohfeld Consulting Group’s “bench” of capture and proposal consultants—developing client relationships, fielding requests for proposal assistance, and marketing and placing consultants. In her over 20 years’ in the proposal industry, she has served as Director of Communications and Proposals and as Director of Quality Assurance. Amy’s work has included designing and standing up a dedicated proposal center, directing proposal center operations, training, and—as an employee and as a consultant—serving as proposal manager, coordinator, writer, and editor. As a result, she has a deep understanding of the proposal process and the role of consultants in that process.

In addition to her work with proposals and government contractors, she has worked for the White House, Smithsonian Institution, and several associations and non-profits. Amy is a member of the Association of Proposal Management Professionals (APMP), Women’s National Book Association (WNBA), and Writer’s Center.

Beth Wingate has more than 25 years' proposal development, management, and corporate communications experience. She helps clients develop proposals, improve their proposal operations, and build their corporate communications programs. An excellent, experienced proposal manager, Beth specializes in managing responses to large government procurements as well as task order proposals.

Prior to joining our firm, she served as proposal center director for Lockheed Martin and before that for 12 years as proposal center director for Management Systems Designers, Inc. (MSD) (acquired by Lockheed Martin). Beth was inducted as an Association of Proposal Management Professionals (APMP) Fellow in June 2010.

She is APMP's 2013 CEO, 2012 COO, 2010–2011 Director of Education, and 2008 and 2009 President of the APMP, National Capital Area (NCA) Chapter. She served as the Chapter's Executive Summary Newsletter Chairperson, publisher, and editor from 2005 to 2007. She has been an active APMP member since 1996.

Briana Coleman

Briana Coleman provides proposal management and desktop publishing support to federal contractors. She is highly skilled in proposal strategy development, proposal coordination, writing, copyediting, desktop publishing, and project management. She is a certified project manager with extensive federal contract management training and experience. She is fully conversant in Federal Acquisition Regulations (FAR) with expert knowledge of Microsoft Office products. Previously, she served as Global Proposal Manager for ESI, a $120M/year professional training company. For ESI, she completed 150 proposals/year in the federal/state/local and commercial spaces.

Briana is an active member of the Association of Proposal Management Professionals (APMP), serving as National Capital Area Chapter (NCA) 2010 and 2011 Mid-Atlantic Proposal Conference & Expo Chairperson and Roundtable Committee Member (chairing three Roundtable Events). She is a frequent speaker for APMP events at international and local levels.

Brenda Crist serves as a senior capture and proposal manager and develops strategic solutions for clients. She focuses on helping clients work with their staff and partners to create winning, well-written proposal solutions. She offers hands-on experience from leading and conducting systems and network management projects for many civilian and military clients.

Brenda stays current with the latest procurements, their requirements, and industry best practices, and she uses this knowledge to maintain Lohfeld Consulting Group's corporate knowledge base. Brenda served as the 2010 President and formerly as 2009 Vice President and Professional Day Chairperson for the Association of Proposal Management Professionals (APMP), National Capital Area (NCA) Chapter. She has been an active member of APMP-NCA since 2003, serving as Professional Day Chair of Publicity, Speakers Program, and Chairperson for the 2006, 2007, and 2008 events, respectively.

Brenda presented at the 2009 APMP International Conference in Chandler, AZ (click here for presentation), 2010 APMP International Conference in Orlando, FL, 2010 APMP-NCA Mid-Atlantic Proposal Conference and Expo, and 2011 APMP International Conference in Denver, CO.

Brenda was inducted as an Association of Proposal Management Professionals (APMP) Fellow in June 2011 and also received the Steven S. Myers Award for 2011 APMP Chapter Chair of the Year.

Prior to joining Lohfeld Consulting Group, Wendy served as a Main Thrust Proposal Manager at CSC, where she was responsible for high-dollar-value and complex must-win proposals. She managed large (>$500M) proposals for the Air Force, NSA, State Department, and NASA. She established an internal network for proposal managers across the company and promoted the use of standard tools and templates through the wiki that she built to support the community. She planned the network’s bimonthly meetings, each focused on a particular skill or topic of interest to the proposal community. For these efforts, she received a Giraffe Award in 2008—a CSC award given to those who were proactive and collaborative. Prior to CSC, Wendy held proposal management positions at Level 3 Communications, where she successfully managed the winning $20B Networx bid, and at Chenega Corporation and Horne International. She also served as Director of Business Development at Oracle and SAIC and served in a technical position at SRI.

Wendy is a regular contributor to APMP publications, including the peer-reviewed APMP Journal, and she is a regular presenter at APMP conferences and events. She received APMP's Insight Award for her article on the relationship between agile software development and proposal management.

Wendy was inducted as an Association of Proposal Management Professionals (APMP) Fellow in June 2011.

Brooke Crouter specializes in competitive strategy and proposal management to win strategic business opportunities in the government market. She provides strategic leadership and coaching for both capture and proposal efforts, working with senior managers and staff on all aspects of a procurement—competitive intelligence and assessment, capture strategy, offer definition, and proposal development. She also teaches Capture Management and Proposal Writing classes.

Prior to joining Lohfeld Consulting Group, Brooke spent more than 15 years at Booz Allen Hamilton. She helped build the Booz Allen Critical Strategic Initiatives Team, which institutionalized best practices and competitive methods through consulting, coaching, and formal training of capture managers and proposal teams. She led or significantly contributed to winning several major contracts, valued at more than $35B. Before moving to the proposal team, she led client-delivery teams responsible for business development and all aspects of task execution across the Navy IT community. Brooke managed client relationships at DON CIO; HQMC C4; PEO IT; Director, Navy Marine Corps Intranet (NMCI); and ACNO IT. A Navy veteran, Brooke’s specialty was command, control, and communications. Brooke holds Foundation-level Accreditation from APMP.

Kristin Pennypacker

Kristin Pennypacker specializes in competitive strategy and proposal management to win strategic opportunities in DoD and civil markets. She provides strategic leadership and coaching for both capture and proposal efforts, working with senior managers and staff on all aspects of procurements, including competitive assessment, capture strategy, offer definition, and proposal development. An experienced proposal manager, Kristin’s expertise encompasses managing responses to large DoD procurements as well as task order proposals.

Prior to joining Lohfeld Consulting Group, Kristin was a program manager for a large IDIQ ($1B) contract and a former Critical Strategic Initiatives (CSI) “blackbelt” in capture strategy and proposal development with Booz Allen and Hamilton. She has more than 14 years’ experience providing strategic leadership as well as capture and proposal management for federal civil, defense, and security procurements. As a “blackbelt” in Booz Allen’s CSI Team, Kristin helped to institutionalize best practices and competitive methods through consulting, providing hands-on expertise, and coaching to capture managers and proposal teams. Kristin also led the proposal management consulting service offering for CSI. Before joining the capture strategy and proposal group, Kristin led a client-delivery team of information assurance and systems engineering professionals supporting clients at SPAWAR System Center–San Diego.

Kristin is an active member of the Association of Proposal Management Professionals (APMP) National Capital Area (NCA) Chapter and is a member of NCA’s Speaker Series Planning Committee. She holds Foundation-level Accreditation from APMP.

Lisa brings 24 years’ experience in management consulting, marketing, business development, project management, and proposal management. Her experience also encompasses project management, business process improvement, and organizational change management. She is a Project Management Institute (PMI) certified Project Management Professional (PMP) and holds APMP Professional-level accreditation. She is a trained Internal Auditor for ISO 9001:2008. Lisa has managed hundreds of winning government proposals and brings extensive experience in all aspects of business capture and proposal operations.

As Vice President of Corporate Development and Proposal Operations for Ace Info Solutions, Inc., Lisa was responsible for the company's full opportunity life cycle, including positioning to win through branding, marketing, BD, strategic teaming arrangements, and capture and proposal management activities. Previously, she was President of Vision Consulting, Inc., where she provided capture and proposal management, process improvement, and organizational change management services; Vice President of Business Development for GovConnect, Inc.; and Director of Marketing Services for MAXIMUS, Inc.

Lisa is an active member of the Association of Proposal Management Professionals (APMP) National Capital Area (NCA) Chapter and a member of NCA’s Speaker Series Planning Committee.

Brent brings more than 12 years' experience in the federal procurement process as well as 15 years' management, marketing, business development (BD), and proposal management experience. He is a Certified Project Manager, George Washington University, holds Association of Proposal Management Professionals (APMP) Foundation Level accreditation, brings extensive experience in all aspects of account management, and is fully conversant in the FAR and DFAR. 

Prior to joining Lohfeld Consulting Group, Brent served as Business Development Manager (DoT, HHS, NASA) and subsequently Sales Director (DoD, Intel) for ESI International, a professional training organization that provides project management and contract management training in the civilian, defense, and intelligence markets.

For Monster.com and Monster.com's Monster Government Solutions, Brent served as Vice President/General Manager (Indianapolis office), Vice President Mid-Atlantic Region (Maynard, MA; New York, NY; and Vienna, VA), and Director of Sales (Vienna, VA). He contributed significantly to the company's rapid growth and strategic direction through full BD life cycle planning, account planning, and organizational positioning through marketing and presentation opportunities.

Tom Gorman

Tom Gorman has more than 30 years’ experience winning unclassified and classified contracts in the DoD, federal, and international markets. His broad background in business development, marketing, capture, engineering, and training encompasses all aspects of capture management from pre-RFP through proposal development.

Prior to joining our firm, Tom was Sector Director of Strategic Captures for Northrop Grumman’s Electronic Systems sector, where he provided expert guidance and support to all “must win” captures. Previously, he led the sector’s Capture Leadership Center, where he developed win strategies for over 150 captures and led a team of capture and proposal experts in development of winning captures and written/oral proposals for large systems, sensors, products, and technologies. Concurrently, his second full-time job was as a Navy Reserve officer, where he applied his leadership skills begun at the U.S. Naval Academy to lead four commands. He retired as a captain (O-6).

Tom is an active member of the Association of Proposal Management Professionals (APMP).
